On page 13, after line 16, insert the following:
"Sec. 13. (1) A joint legislative task force on employment and training funding is established. The task force shall consist of eleven members, as follows:
(a) The chair and ranking minority member of the senate commerce and labor committee;
(b) The chair and ranking minority member of the house of representatives commerce and labor committee;
(c) Two members representing business, appointed jointly by the majority and minority leaders of the Senate and the speaker and minority leader of the House of Representatives;
(d) Two members representing labor appointed jointly by the majority and minority leaders of the Senate and the speaker and minority leader of the House of Representatives; and
(e) Two members representing the state board for community and technical colleges and one member representing the employment security department, each appointed by the governor.
The task force shall choose its chair from among its membership.
(2) The task force shall examine the current funding of training for unemployed and dislocated workers through the employment and training trust fund and of training for workers dislocated because of changes in the natural resources industries, and review alternatives to current funding.
(3) The task force, where feasible, may consult with individuals from the public and private sector or ask such persons to establish an advisory committee.
(4) The task force shall use legislative staff and facilities, but may hire additional staff with specific technical expertise if such expertise is necessary to carry out the mandates of the study. Each member of the task force shall be reimbursed for travel expenses in accordance with RCW 43.03.050 and 43.03.060. All expenses of the task force, including travel, must be paid jointly by the senate and the house of representatives.
(5) The task force must report its findings and recommendations to the legislature by December 1, 1997.
(6) This section expires July 1, 1998."
Renumber the sections consecutively and correct internal references accordingly.
EFFECT: The amendment adds a joint legislative task force to review funding issues for unemployed and dislocated worker employment and training programs.
