     On page  13, after line 16, insert the following:

     "NEW SECTION.  Sec. 13. (1)  A joint task force on employment and training funding is established.  The task force shall consist of:

     (a) Thirteen voting members, appointed as follows:

     (i) Four members of the senate, two from the majority party and two from the minority party, appointed by the majority leader;

     (ii) Four members of the house of representatives, two from the majority party and two from the minority party, appointed by the speaker;

     (iii) Two members representing business, appointed jointly by the majority leader of the senate and the speaker of the house of representatives;

     (iv) Two members representing labor, appointed jointly by the majority leader of the senate and the speaker of the house of representatives; and

     (v) One member representing the office of the governor, appointed by the governor; and

     (b) Two nonvoting members, appointed by the governor:

     (i) One member representing the state board for community and technical colleges; and

     (ii) One member representing the employment security department.

     The task force shall choose its chair from among its membership.

     (2)  The task force shall examine the current funding of training for unemployed and dislocated workers through the unemployment and training trust fund and of training for workers dislocated because of changes in the natural resources industries, and review alternatives to current funding.

     (3) The task force, where feasible, may consult with individuals from the public and private sector or ask such persons to establish an advisory committee.

     (4) Each member of the task force shall be reimbursed for travel expenses in accordance with RCW 43.03.050 and 43.03.060.  All expenses of the task force, including travel, must be paid jointly by the senate and the house of representatives.

     (5) The task force must report its findings and recommendations to the legislature by December 1, 1998.

     (6)  This section expires July 1, 1999."

 

Renumber the sections consecutively and correct internal references accordingly.


 

 

 

EFFECT:  The amendment adds a joint task force to review funding issues for unemployed and dislocated worker employment and training programs.  Recommendations are to be reported to the Legislature by December 1, 1998.
