Strike everything after the enacting clause and insert the following:
ANEW SECTION. Sec. 1. A supplemental capital budget is hereby adopted and, subject to the provisions set forth in this act, the several dollar amounts hereinafter specified, or so much thereof as shall be sufficient to accomplish the purposes designated, are hereby appropriated and authorized to be incurred for capital projects during the period ending June 30, 1999, out of the several funds specified in this act.

ECOLOGY
Public Participation Grants
The appropriation in this section is provided solely for the department to administer the public participation grant program pursuant to RCW 70.105D.070. In administering the grant program, the department shall award grants based upon a state-wide competitive process each year. Priority is to be given to applicants that demonstrate the ability to provide accurate technical information on complex waste management issues. Amounts provided in this section may not be spent on lobbying activities.

NEW SECTION. Sec. 7. This act is necessary for the immediate preservation of the public peace, health, or safety, or support of the state government and its existing public institutions, and takes effect immediately.@
EFFECT: Adds $10 million to the 1997-99 Capital Budget, including $4.7 million for housing programs, $700,000 for the community services facilities program, and $4.6 million for Heritage Park. Transfers the appropriation for public participation grants under the Model Toxics Control Act from the Department of Community, Trade, and Economic Development to the Department of Ecology.
