    On page 5, after line 5, insert the following:

    "NEW SECTION. Sec. 3.  The sum of eight hundred thousand dollars, or as much thereof as may be necessary, is appropriated for the fiscal year ending June 30, 1999, from the general fund to the superintendent of public instruction for the purposes of this act."

    Correct the title.
