     Strike everything after the enacting clause and insert the following:

ANEW SECTION. Sec. 1.  A new section is added to chapter 28A.150 RCW to read as follows:

     NONACADEMIC INSTRUCTION.  Schools desiring to provide instruction in nonacademic subject matter regarding suicide, euthanasia, or human sexuality issues dealing with sex education, sexually transmitted diseases, contraception, or sexual orientation, must provide such instruction as an independent unit within a curriculum offering.  At the time of registration each year, the school must notify all parents  of any curriculum offerings containing any of the above stated independent units that may be provided to their child during the year.  Incidental conversations regarding the subjects in this section that are student-led and student-initiated may not be discouraged.

NEW SECTION. Sec. 2.  CAPTIONS NOT LAW.  Captions used in this act are not any part of the law.@

EFFECT: Parental consent is no longer required before a student participates in an independent unit within a curriculum offering dealing with suicide, euthanasia, or human sexuality issues.  However, at the point of registration each year, the school must inform all parents of the classes which contain the independent units.  Language forbidding teachers from eliciting discussions in the subject matters outside of the curriculum offering is removed.
