     On page 4, line 10, after A(this act),@ strike all material through Aact.@ on line 12 and insert Aas directed by the commission for an electrical company or the governing body of a consumer-owned utility, the electric utility shall use the data from either the cost study used to formulate the retail rates in effect as of the effective date of this act, or a more recent cost study.@

     On page 4, line 30, strike Aand@

     On page 4, line 34, strike Achoice.@ and insert Achoice; and

     (g) The time period over which cost data were compiled.@

     On page 6, line 21, after Amethods@ insert A, or to require the commission to approve new revenue levels for electrical companies@

EFFECT:  Allows the use of data from a cost study other than the cost study used to formulate a utility=s current retail rates.  The Washington Utilities and Transportation Commission (WUTC) will determine which cost study an investor-owned utility is to use, and the governing body will determine which cost study a consumer-owned utility is to use.  Clarifies that the WUTC is not required to set a new revenue level for an investor-owned utility that would be based on the results of the cost study or service quality and reliability report prepared by the utility in compliance with the bill.
