     On page 33, after line 13, insert the following:

ANEW SECTION. Sec. 33.  If the combined estimated ending fund balance for the 1997-99 biennium of the state general fund and the emergency reserve account is less than three percent of the state general fund revenue forecast as adopted pursuant to chapter 82.33 RCW in June of 1998, this act is null and void.@

     Correct the title.

EFFECT:  Makes the act null and void if the ending fund balance (including both the state general fund and the emergency reserve account) is less than three percent of the June revenue forecast.
