EFFECT:  Transfers the state general fund portion of the MVET to the motor vehicle fund, effective January 1, 1999.  Removes MVET tax reductions and the referendum clause.  Leaves the local criminal justice funding at current levels as a distribution from the MVET.  Removes the amendment to I-601; the state may not reimburse political subdivisions via a revenue transfer.
