EFFECT:  Restores current law on the automatic decline of a juvenile to adult court, so that a 16- or 17-year-old juvenile is automatically declined for a violent offense only if the juvenile has a specified level and type of criminal history.  Removes the amendments to the mandatory decline hearing provision (section 19) that were necessary to conform to the expansion of automatic decline in the underlying bill.  Removes the proviso that the new disposition standards and grid are effective only if the automatic decline section becomes law.
