     On page 2, line 39 of the amendment, after Alife@ insert A; and

     (d) Establish a fee for water withdrawal to recover the costs of enforcing this section.  The fee shall incorporate a rate structure designed to encourage conservation.  The department may contract with one or more water purveyors to enforce all or part of the provisions of this section@

EFFECT: Requires the Department of Ecology to charge fees for the withdrawal of lake water.  Fees are to encourage conservation and are to be used for enforcing the limitations on water withdrawal.  The Department is authorized to contract out enforcement provisions to water purveyors.
