EFFECT: Requires that any professional person conducting an admission review for mental health treatment or chemical dependency treatment be objective and unbiased. Moves the department's review up to within seventy-two hours of admission. Limits the treatment that may be administered within those seventy-two hours to treatment necessary to stabilize the child.

On page 8, line 5, after "(5)" insert "If after the third department review under subsection (2) of this section, the department determines that it is medically appropriate to continue the minor's inpatient treatment, the department shall file a petition for initial detention with the court within seven days. The petition shall meet the requirements of RCW 71.34.060(2). The department shall serve on the minor, the minor's parent, and the minor's attorney a copy of the petition, notice of initial detention, and statement of rights. The minor must be advised of his or her right to communicate with an attorney and have an attorney appointed to represent him or her before and at the hearing if the minor is indigent. The minor shall remain in treatment unless the court finds that the minor should be released under RCW 71.34.080.

The formation of a team under this subsection must meet the requirements of RCW 13.32A.042 (5) and (6) and 13.32A.044.
