On page 1, line 19, after Ashall@ strike all language through Aage@ on line 23, and insert Adirect the department of fish and wildlife to create a youth fishing-only program to serve youth under the age of eighteen.  The department shall  incorporate all juvenile fishing-only waters into the program and shall identify and establish additional areas designated for youth fishing-only@

 

On page 2, after line 8, insert the following:

ASec. 4.  RCW 77.32.101 and 1994 c 255 s 11 are each amended to read as follows:

(1) A combination hunting and fishing license allows a resident holder to hunt, and to fish for game fish throughout the state.  The fee for this license is twenty-nine dollars.

(2) A hunting license allows the holder to hunt throughout the state.  The fee for this license is fifteen dollars for residents and one hundred fifty dollars for nonresidents.

(3) A fishing license allows the holder to fish for game fish throughout the state.  The fee for this license is seventeen dollars for residents((fifteen)) eighteen years of age or older and under seventy years of age, three dollars for residents seventy years of age or older, twenty dollars for nonresidents under fifteen years of age, and forty-eight dollars for nonresidents fifteen years of age or older.

(4) A steelhead fishing license allows the holder of a combination hunting and fishing license or a fishing license issued under this section to fish for steelhead throughout the state.  The fee for this license is eighteen dollars.

(5) A juvenile steelhead license allows residents under((fifteen)) eighteen years of age and nonresidents under fifteen years of age who hold a fishing license to fish for steelhead throughout the state.  The fee for this license is six dollars and entitles the holder to take up to five steelhead at which time another juvenile steelhead license may be purchased.  Any person who purchases a juvenile steelhead license is prohibited from purchasing a steelhead license for the same calendar year.

 

  Sec. 5.  RCW 77.44.030 and 1996 c 222 s 3 are each amended to read as follows:

(1) A warm water game fish surcharge allows a person to fish throughout the state for warm water game fish.

(2) The annual fee for a game fish surcharge is five dollars and the surcharge is required in addition to an annual game fishing license, except for ((those persons under fifteen)) residents under eighteen years of age for((which)) whom there is no charge.  Holders of three-day resident fishing licenses, three-day nonresident fishing licenses, and nonresident annual fishing licenses shall pay a five-dollar surcharge to fish for warm water fish.

(3) The department shall use the most cost-effective format in designing and administering the warm water game fish surcharge.

(4) A warm water game fish surcharge shall only be required to fish for:  Largemouth bass, smallmouth bass, walleye, black crappie, white crappie, channel catfish, and tiger musky.@

 

Renumber remaining sections consecutively and correct the title and any internal references accordingly. 


 

 

 

 

EFFECT: Exempts persons of the age 15-17 from the requirement of obtaining a game fish license, a steelhead license, and a warm water game fish surcharge.  Creates a single youth fishing only program for persons under the age of 18.
