     On page 2 of the amendment, line 31, after Aeffective@ insert A.  The insurer shall refund to the insured the difference when the disapproved rate is higher than the rate approved by the commissioner; the refund shall cover the difference in rates from the date the insured was charged the original rate until the date the endorsement is issued under this subsection changing the rate to comply with the commissioner=s disapproval@

EFFECT:  Requires the insurer to refund the difference between the higher disapproved rate and the rate subsequently approved during the period the higher rate was charged.
