     On page 73, line 5, after Asubsection (2)(h).@ insert:

AUp to fifty percent of funds may be made available for grants to projects which will enhance the ability of students and instructional staff to learn, teach and/or assess the essential academic learning requirements for reading, writing, communication and mathematics.  The superintendent shall establish guidelines for awarding these alternative grants.@

EFFECT: Alternative grants which provide for student and staff  training on the essential academic learning requirements (EALRs)may be provided with up to 50 percent of the funds available for technology grants.  The Superintendent shall develop guidelines for these awards.

FISCAL IMPACT: None.
