     On page 26, after line 22, insert the following:

ANEW SECTION. Sec. 18.  A new section is added to chapter 36.70A RCW to read as follows:

     No owner or transferee of private property who has granted the state valuable property rights in exchange for the grant, reservation, or retention of specified rights shall have such granted, reserved, or retained rights further diminished under the authority of state law or regulation without the payment by the state of just compensation to the owner or transferee of the private property.@

Renumber the remaining sections consecutively, and correct internal references accordingly.

EFFECT: Provides that owners or transferees of private property who have granted the state valuable property rights in exchange for certain rights cannot have those rights  further diminished by state laws or regulations without just compensation.
