      On page 97, line 1, increase the general fund--state fiscal year 1999 appropriation by $905,000

      Adjust the total accordingly.

      On page 98, after line 25, insert the following A (7) $905,000 of the general fund--state appropriation for fiscal year 1999 is provided solely for the department to establish total maximum daily load (TMDLs) assessments on water bodies across the state to meet the requirements of the memorandum of agreement between the United States environmental protection agency regarding the implementation of section 303 (d) of the federal clean water act.  Of this amount, $152,000 shall be allocated to establishing TMDLs in the lower Columbia area as part of the lower Columbia steelhead initiative.@

EFFECT: Provides $905,000 to the Department of Ecology for 10 FTE staff to conduct TMDLs on water bodies in accordance with a memorandum of agreement between the Department and the U.S. EPA. 

FISCAL IMPACT:

Increases FY 99 General Fund-State by $905,000.
