      On page 128, line 13, increase the general fund - state fiscal year 1999 appropriation by $30,452,000

      Adjust the totals accordingly

      On page 129, after line 37, insert:

A(v)  An additional 4.15 certificated instructional staff units per thousand full-time equivalent students in grades 4 and 5.  Any district maintaining a ratio equal to or greater than 46 certificated instructional staff per thousand full-time equivalent students in grades 4 or 5 may use allocations generated in this subsection (2)(b)(v) that are in excess of those required under RCW 28A.150.260(2)(b) to employ additional basic education certificated instructional staff or classified instructional assistants in grades K-8.  For purposes of documenting a district=s staff ratio under this subsection (2)(b)(v), the district shall use the methodology in  (2)(a)(iii)(B) of this section, using the 1997-98 school year as the base year;@

EFFECT: Increases funding for instructional staff in grades 4 and 5.  The current allocation is for one certificated instructional staff per 21.7 students; the additional funding would provide for an instructional staff to student allocation of 1 to 19.94.  The additional funds may be spent on additional instructional staffing in grades K-8 as long as the current statutory minimum is maintained in grade 4 and 5.

FISCAL IMPACT:Increases General Fund-State by $30,452,000.
