    On page 56, beginning on line 37, strike "((In consultation with the business assistance center and the appropriate standing committees of the senate and house of representatives, the governor's small business improvement council shall submit its proposals and recommendations to the governor and the legislature" and insert "In consultation with the business assistance center and the appropriate standing committees of the senate and house of representatives, the governor's small business improvement council ((shall)) may submit its proposals and recommendations to the governor and the legislature (("

EFFECT: Retains the small business improvement council's authority to make occasional proposals and recommendations to the governor and legislature.

    On page 3, line 33, strike all of section 3.

    Renumber subsequent sections consecutively and correct the title and any internal references accordingly.

EFFECT:  Deletes section transferring duty to submit annual report identifying causes of disproportionality in rates of arrest, detention, trail, treatment, and disposition in the state's juvenile justice system from DSHS to the sentencing guidelines commission.
