Renumber subsequent sections consecutively and correct the title and any internal references accordingly.

EFFECT:Deletes section transferring duty to submit annual report identifying causes of disproportionality in rates of arrest, detention, trial, treatment, and disposition in the state's juvenile justice system from DSHS to the sentencing guidelines commission.
