     On page 3, beginning on line 33, strike Anot already recovered through existing fees@ and insert Anot otherwise recovered through fees@

EFFECT:  Prohibits the Washington Utilities and Transportation Commission from recovering twice for administrative costs related to the universal service program, or for administrative costs in implementing the federal Telecommunications Act of 1996.  Removes language limiting the prohibition to situations where one recovery is from existing fees.
