     On page 1, strike lines 19 through 29, and insert:

     "(a) Estimate the cost of supporting one primary telecommunications line for each residential or business customer located in high-cost locations;

     (b) Determine the assessments that must be made on all telecommunications carriers, and the manner of collection, to provide support for only one primary telecommunications line for each residential or business customer located in high-cost locations;"

     On page 2, line 5, after "implementation" strike everything through "program" on line 9

EFFECT: Deletes language requiring the commission to determine assessments necessary to support: (1) all lines; and (2) only primary lines located in high-cost areas.   The commission is instead directed to only determine assessments needed to support primary lines located in high-cost areas.
