     On page 1, line 9, of the amendment, beginning with AThe@, strike all material through ACheney.@ on page 1, line 29, and insert the following:

AThe legislature intends that assessments and studies of higher education in Spokane be completed and delivered to the legislature for consideration.@

     On page 6, line 24, of the amendment, after ASec. 3." strike everything through A(2)@ on line 33.

     On page 7, line 9, of the amendment, strike all of Sections 5, 6, 7, and 8

     On page 13, line 25, of the amendment, after ASec. 17.@ strike the remainder of the section and insert the following:

ARCW 28B.10.060 and 1991 c 205 s 1 & 1989 1^st ex.s. c 7 s 10 are each repealed.@

     On page 14, line 9, of the amendment, strike all of Section 19.

Renumber sections accordingly and correct internal references.

EFFECT: The Joint Center for Higher Education (JCHE) continues to operate in Spokane and its powers and duties remain unchanged.  Title to land and buildings at Riverpoint, except for land and buildings for the Spokane Intercollegiate Research and Technology Institute, is retained by the JCHE.  Washington State University and Eastern Washington University continue to be responsible for providing upper-division and graduate level programs in Spokane under rules adopted by the JCHE.  Intent language is added that requires assessments and studies to be completed and provided to the legislature for consideration.
