    On page 2, beginning on line 1, after "Sec. 2." strike all material through "Sec. 3." on line 3, and insert "This act applies retroactively to taxes levied for collection in 1993 and thereafter.

NEW SECTION. Sec. 3.  If a property has been conveyed, the department of revenue, in consultation with the appropriate county officials, shall attempt to locate the appropriate recipient of any refund due as a result of this act.  Persons who do not receive a refund but who believe they may be entitled to such a refund shall contact the department of revenue not later than September 1, 1997, to submit a claim for the refund.

NEW SECTION. Sec. 4.  By December 1, 1997, the department of revenue shall calculate the total amount of refunds due under this act and shall submit a report to the legislature.
