    On page 2, line 28, after "services." insert "Upon written request to the self-insured employer and the department, the worker is entitled, after at least one session with a vocational rehabilitation counselor selected by the employer or group, to transfer to another counselor under the same terms that a worker is entitled to transfer under department rules.  If the services provided by a vocational rehabilitation counselor selected by an employer or group do not return the worker to his or her preinjury job or a job with the employer of record with comparable wages and benefits, the worker shall be eligible for additional vocational rehabilitation services which are designed to return the worker to work at a job with comparable wages and benefits."
