    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  The purpose of this act is to clarify and provide additional details on the procedure under Article II, section 15 of the state Constitution for filling vacancies in legislative or partisan county offices.

NEW SECTION. Sec. 2.  A new section is added to chapter 42.12 RCW to read as follows:

    The three persons who are nominated to be appointed by a county legislative authority or authorities to fill a vacancy in a state legislative office or partisan county office may be named at any time after the legislator or partisan county office holder submits his or her letter of resignation to the proper authority under RCW 42.12.020, whether the resignation becomes effective immediately or at a specified date in the future.

NEW SECTION. Sec. 3.  A new section is added to chapter 42.12 RCW to read as follows:

    A precinct committee officer may vote on a nomination only if he or she has been elected or appointed as a precinct committee officer by his or her respective political party at least thirty days prior to the election to determine the three nominees."

    On page 1, line 2 of the title, after "offices;" strike the remainder of the title and insert "adding new sections to chapter 42.12 RCW; and creating a new section."
