    On page 4, after line 13, insert the following:

    "NEW SECTION. Sec. 3.  For the purposes of chapters 84.40, 84.41, 84.44, 84.48, 84.52, and 84.55 RCW, "true and fair value" and "value" mean:

    (1) For taxes levied for collection in 1998, the assessed value of real estate shall not exceed the assessed value for taxes levied for collection in 1994, unless there has been a change in ownership of the property since January 1, 1993;

    (2) For taxes due in 1999 and thereafter, the assessed value of real estate shall not be increased unless there has been a change of ownership since the previous valuation of the property."

    Renumber the sections consecutively and correct any internal references accordingly.
