    On page 8, beginning on line 9, delete all of Section 9 through line 12, and insert the following:

    "NEW SECTION. Sec. 9. The sum of three million five hundred  thousand dollars, as much thereof as may be necessary, is appropriated for the biennium ending June 30, 1999 from the general fund to the department of community, trade and economic development, to provide grants to assist cities and counties in implementing the provisions of this act."

    Renumber the sections consecutively and correct any internal references accordingly.

Effect: Deletes null and void section and appropriates $3.5 million to assist local governments in implementing the legislation, the amount recommended by the Governor in the recommendations by the Land Use Study Commission.
