On page 1, beginning on line 10, delete "and that" through the land" on page 5, line 35 and insert "and that local governments should be provided assistance in both the delineation of wetlands and the assessment of wetlands function and types, for the purpose of designing more effective conservation programs.

"Sec. 2. RCW 90.58.380 and 1995 c 382 s 11 are each amended to read as follows:

(1) The department by rule shall adopt a manual for the delineation of wetlands under this chapter that implements and is consistent with the 1987 manual in use on January 1, 1995, by the United States army corps of engineers and the United States environmental protection agency. If the corps of engineers and the environmental protection agency adopt changes to or a different manual, the department shall consider those changes and may adopt rules implementing those changes.

(2) Prior to June 30, 1999, the department shall expand the manual to provide guidance on both functions and structure of wetlands, including methods for measuring and monitoring the achievement of wetland functions in the case of wetlands created or restored as mitigation for other wetland impacts. The manual shall be designed to assist local governments in developing critical areas development regulations and to assist local governments planning under chapter 36.70A RCW to achieve the goals of that chapter."

Renumber the sections consecutively and correct any internal references accordingly.
