    On page 4, after line 38, insert ANothing in this act shall affect ongoing efforts to develop new resources and the sharing of existing resources.  No moratorium may be imposed on water resource decision making by the department solely because of ongoing planning efforts or the absence of a plan or planning effort.  Any new planning units formed under this act shall conduct planning efforts in a manner consistent with any existing water plans or efforts."
