    On page 2, after line 3 of the amendment, insert the following:

    "NEW SECTION. Sec. 3.  A new section is added to chapter 46.20 RCW to read as follows:

    Pictorial signs shall be produced by the secretary of state that shall portray, in a manner subject to international interpretation, the necessity to be a United States citizen in order to vote and the penalty for violating this requirement.  The secretary of state shall prescribe by rule the size of these signs and their posting requirements such as, but not limited to, the number of signs per location, their height or heights, and how they shall be lit."

    Renumber the following section consecutively.
