ESHB 2730 - S AMD TO TRAN COMM AMD (S-5373.1/98) - 957

    On page 5, line 13 of the amendment, before "In" insert "(1)"

    On page 5, after line 14 of the amendment, insert the following:

    "(2) The department shall delete all social security numbers from its driver's license and identicard records maintained under this chapter.  The department may not access any system of records that cross-references social security numbers to drivers' licenses or identicards for the purpose of obtaining individual social security numbers and may not obtain social security numbers from any source for identification purposes without the knowledge of the subject individual.

    (3) The department may not deny an individual a right, benefit, or privilege because of the individual's refusal to disclose his or her social security number.

    (4) The department may not obtain or maintain a record containing individual identifying information except by a statute stating the  specific identifying information that may be obtained, how the identifying information will be obtained, and what uses may be made of the identifying information.

    (5) Subsections (2) and (3) of this section do not prevent collection and recording of an individual's social security number as necessary for enforcement of a child support order under chapter 26.21 or 26.23 RCW."
