    On page 7, after line 26 of the amendment, insert the following:

    "NEW SECTION. Sec. 111.  A new section is added to chapter 74.12 RCW to read as follows:

    STATE-FUNDED TEMPORARY ASSISTANCE FOR NEEDY FAMILIES.  (1) The department may provide state-funded temporary assistance for needy families and medical assistance to needy families if:  The needy caretaker relative is disabled; the needy caretaker relative is needed in the home to care for a disabled family member; or the needy nonparent caretaker relative is at least fifty years old.

    (2) Such assistance shall be provided under the same rules and in the same amount as under the temporary assistance for needy families program except:  Such families shall not be subject to temporary assistance for needy families WorkFirst requirements unless they volunteer.

    (3) The department may use state funds as appropriated to provide such benefits."

EFFECT:  Establishes a state-funded program of assistance for certain classes of recipients.
