    On page 3, line 18 after "1998" insert ", with the exception of significant legislative rules adopted under chapter 49.17 RCW by the  department of labor and industries, which shall have until July 1, 2000"

EFFECT:    Removes WISHA from one of the eight significant legislative rulemaking requirements; that being, the determination of whether the rule differs from federal statute or regulation and then to justify the difference with state statute.

           Ensures that WISHA rules on the books are subject tp the same analysis and reporting requirements as other significant legislative rules, but do NOT sunset regardless of whether they have specific statutory authority to differ from federal law.

           Gives L&I until the year 2000 (2 additional years).
