    On page 4, after line 28, insert the following:

    "NEW SECTION. Sec. 4.  Unless the context clearly requires otherwise, as used in sections 5 and 6 of this act, "public education programs" include but are not limited to:

    (1) Public schools as defined by RCW 28A.150.010, including the state school for the blind and the state school for the deaf; and

    (2) Institutions of higher education as defined by RCW 28B.10.016(4).

NEW SECTION. Section 5.  No part of this chapter applies to expenditures made directly, indirectly, or in support of public education programs.  The state expenditure limit shall be recalculated excluding public education expenditures according to the procedures under RCW 43.135.025.

NEW SECTION. Section 6.  RCW 43.135.035 does not apply to any action by the legislature to increase state revenue for the express purpose of increasing expenditures on public education programs.

NEW SECTION. Section 7.  Sections 4 through 6 of this act or each added to chapter 43.135 RCW."
