    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  (1) The department of natural resources shall assemble a study group to evaluate and make recommendations to the legislature regarding the geoduck industry and geoduck fishery practices.

    (2) The study group shall be composed of representatives from:

    (a) The department of natural resources;

    (b) The department of fish and wildlife;

    (c) The senate natural resources and parks committee;

    (d) The house of representatives natural resources committee; and

    (e) The commercial geoduck fishing industry.

    (3) The study group shall present a final report, and deliver its recommendations, to the legislature by September 1, 1997.

    (4) The department of natural resources shall provide staff for the purposes of the study."
