    On page 2, line 4, after "room." insert the following:

    "NEW SECTION. Sec. 2.  A new section is added to chapter 43.05 RCW to read as follows:

    (1) For the 1997 biennium, in its educational programs set out in RCW 43.05.130,  the department of labor and industries shall target at least 300 businesses affected by its rules regarding environmental smoke in office work environments.   Businesses located in high rises or in high crime districts shall have the first priority."

    Renumber the remaining sections consecutively and correct any internal references accordingly.
