    On page 8, after line 13 of the amendment, insert the following:

    "NEW SECTION. Sec. 113.  A new section is added to chapter 74.08 RCW to read as follows:

    GOOD CAUSE EXEMPTIONS.  The department shall establish by rule good cause exemptions consistent with the family violence options of Sec. 402 (a)(7) of Title IV-A of the federal social security act as amended by P.L. 104-193.  Individuals granted a good cause exemption may not be subject to work requirements, child support cooperation requirements, and time limits of chapter . . ., Laws of 1997 (this act).  The department shall periodically review such exemptions to determine when they are no longer necessary."
