    On page 1, after line 16, insert the following:

    "NEW SECTION. Sec. 3.  A new section is added to chapter 90.46 RCW to read as follows:

    Facilities that reclaim water under this chapter shall not impair any existing water right unless compensation or mitigation for such impairment is agreed to by the holder of the affected water right."
