Effect:  The amendment refers to two specific sections in the public disclosure law. One section exempts agency drafts, notes, recommendations, and intra-agency memorandums in which opinions are expressed or policies formulated.  The other exempts records which are relevant to a controversy to which an agency is a party but are not available under the rules of pretrial discovery.
