    Strike everything after the enacting clause and insert the following:

    "NEW SECTION. Sec. 1.  The legislature finds that the telecommunications industry is experiencing rapid change and technological evolution.  The legislature further finds that it is in the public interest to examine the practice of local governments pursuing a publicly owned telecommunications system, particularly to determine the potential risks and benefits to ratepayers.

NEW SECTION. Sec. 2.  The house of representatives and senate energy and utilities committees shall conduct a study of the advantages and disadvantages of publicly owned telecommunications systems, including cable television systems.  The study should review the risks and benefits to taxpayers, the effects on nascent competition, and the effects on current and future private investment in telecommunications.  The committees shall make recommendations for consideration in the 1998 legislative session."
