    "(m) $2,185,000 of the general fund--state appropriation for fiscal year 1998 and $2,185,000 of the general fund--state appropriation for fiscal year 1999 are provided solely for complex need grants. Grants shall be allocated according to amount shown on LEAP Document 30C adopted May 21, 1995, at 23:46 hours."
