    "(1) $69,804,000 is provided for grants to enhance the ability of instructional staff to teach and assess the student learning requirements with an emphasis on reading, writing, communication, and mathematics.  Grants may be used to pay for supplemental contracts only if the activity paid for by the contract specifically enhances teaching or assessment of the essential academic learning requirements.

    (a) Allocations for the 1997-98 and 1998-99 school years shall be at a maximum rate of $36.69 per full-time equivalent student. Allocations shall be made between September 1 and June 30th of each school year."

EFFECT: Restores $16,154,000 in federal goals 2000 funds in the budget for the office of the superintendent of public instruction and the education reform budget.  Utilizes $1,000,000 of the federal funds to develop student assessments, reducing the need for general fund--state by $1,000,000.

 

Provides $2,970,000 General Fund-State to restore the school-to-work grants.

 

Provides $1,620,000 General Fund-State to restore the superintendent and principal internships program.

 

Provides an additional $28,963,000 General Fund-State to increase the level of funding for learning improvement grants to Governor Locke's level.  Deletes the differential rates by grade level, and provides the same level of funding for all grades at a higher rate per student.
