EFFECT: Limits the scope of application of the animal health provisions to wildlife inasmuch as they pertain to common carriers bringing wildlife into the state without an official health certificate, reporting requirements of veterinarians and labs to report infectious or contagious diseases in wildlife, the director's investigation duties for wildlife related diseases, and  the unlawfulness of importing infected wildlife without a permit.
