    On page 2, line 20, after "officer" insert ".  However, no state agency rule or local ordinance shall prevent a spouse who has a valid driver's license and is in compliance with RCW 46.30.020 from immediately redeeming the vehicle upon compliance with RCW 46.55.120  if it is the only vehicle owned by either spouse in the community and is not subject to forfeiture under section 4 of this 1998 act"

EFFECT: Ensures that if the vehicle is community property and is the only vehicle owned by either spouse, the car can be reclaimed by the spouse, if the spouse is not an offender and does not have a record of driving while under the influence.
