    On page 2, beginning on line 5 delete everything from "For any through "private property." on line 12 and insert the following:

    "When a local government, state agency or the Legislature considers the adoption of an ordinance, rule or statute that in its application  may result in an unconstitutional taking of private property, the local goverrnment, state agency or Legislature shall follow the guidelines of the attorney general and shall document in the legislative or rule-making record the consideration of such guidelines."

EFFECT: Requires documentation of consideration of attorney general's takings guidelines in rulemaking or legislative actions of local and state government.
