BACKGROUND:

 

A county legislative body is not required to make the minutes for any of its proceedings, except in a few specific situations.  There is a general requirement, however, that all of the proceedings and determinations of a county board of commissioners be recorded by the clerk of the county board of commissioners.  In addition, all of the books, accounts, vouchers, and papers dealing with the business or property of a county are to be kept by the clerk of the county board of commissioners and be open to public inspection. 

 

SUMMARY:

 

Written minutes that are made of any public meeting held by a county legislative authority must include a summary of all public testimony made at that meeting.
