BACKGROUND:
A variety of different programs exist for distributing state moneys to cities and towns on the basis of population. The latest populations determined by the office of financial management are used for these distributions.
SUMMARY:
The population of a military base that is located in the unincorporated area of a county is added to the actual population of a city or town, for purposes of distributing state moneys on a population basis, if the boundaries of the city or town abut a military base or military reservation and two or more gates of the base or reservation go directly from the base or reservation into the city or town.
If more than one city or town is eligible to add the population of the base or reservation to its actual population, for purposes of distributing state moneys on a population basis, the population of the base or reservation is distributed to each eligible city or town in the same proportion as the population of each city or town is the to the total population of these cities or towns.
