BACKGROUND:

 

Parking, standing, or stopping is prohibited in certain places, such as on sidewalks and planting strips, within 15 feet of a fire hydrant, or anywhere that official signs prohibit parking, standing, or stopping.  Time limits on parking may be imposed by city ordinance, county resolution, or order of the secretary of transportation, upon the highways under their respective jurisdictions.

 

No person may reserve or attempt to reserve a portion of a highway, street, or road for the purpose of stopping, standing, or parking so that any other person is excluded from using that space. 

 

SUMMARY

 

Persons who reside on or near any institution of higher education are exempt from the general prohibition on any person reserving any portion of a highway, street, or road for the purposes of stopping, standing, or parking. 

 

Counties, cities, and towns in which institutions of higher education are located must establish boundaries within which a homeowner may be granted the use of a highway, street, or road for the exclusive use of the legal homeowner.  The city or county must also provide appropriate signage and enforcement measures.
