SENATE BILL REPORT

                   HB 1525

As Reported By Senate Committee On:

                 Transportation, April 3, 1997

Title:  An act relating to the submittal date for county six‑year transportation programs.

Brief Description:  Revising the submittal date for county six‑year transportation programs.

Sponsors:  Representatives K. Schmidt, Hatfield and Skinner; by request of County Road Administration Board.

Brief History:

Committee Activity:  Transportation:  4/2/97, 4/3/97 [DP].

SENATE COMMITTEE ON TRANSPORTATION

Majority Report:  Do pass.

Signed by Senators Prince, Chair; Wood, Vice Chair; Goings, Haugen, Heavey, Horn, Jacobsen, Morton, Oke, Patterson and Rasmussen.

Staff:  Gary Lebow (786-7304)

Background:  Currently, before July 1 of each year, the legislative authority of each county is required to prepare and adopt a six-year comprehensive transportation program.  Copies of the program are required to be filed with the County Road Administration Board and the state Secretary of Transportation.

Counties are also required to submit an annual transportation plan by the first Monday in October.  The annual plan must be adopted prior to the adoption of the ensuing year=s transportation budget.

Summary of Bill:  The July 1 adoption date for the six-year transportation program is revised to allow the six-year plan to be adopted at any time prior to the adoption of the annual transportation budget.

Appropriation:  None.

Fiscal Note:  Not requested.

Effective Date:  Ninety days after adjournment of session in which bill is passed.

Testimony For:  Since the six-year plan is due before the end of the construction season, counties often have to go to the time and expense of amending their six-year plan.  This bill will allow them to adopt the six-year plan at anytime before the annual budget and should cut down the need for amendments to the six-year plan.

Testimony Against:  None.

Testified:  Eric Berger, CRAB (pro).
