Background:  Current law requires a salon/shop, booth renter, personal service operator, or mobile operator to renew his or her license each year.  The fee for annual renewal of such a license is $50.  Failure to renew a license before the expiration subjects the licensee to a penalty fee of $50 plus a renewal fee of $50 for each year lapsed.  If a licensee does not renew his or her license for four years, the licensee must submit an application, pay an application fee of $50, and take the applicable examination(s) before reinstatement of his or her license.  Concern has been expressed by those in the industry regarding the policy pertaining to the lapsing of a license.

 

Summary of Substitute Bill:   A salon/shop, booth renter, personal service operator, or mobile operator  who does not operate a salon, rent a booth, or operate a personal service or mobile operator business any time after his or her license expires is not required to pay past years= renewal and penalty fees.  Such an individual is required to pay only the renewal fee upon resuming practice.

 

Substitute Bill Compared to Original Bill:  Personal service operators and mobile operators are added to the class of licensees exempt from renewal and penalty fees.

 

Appropriation:  None.

 

Fiscal Note:  Requested on January 27, 1997.

 

Effective Date:  Ninety days after adjournment of session in which bill is passed.
